La comisión de pesca de la Cámara de Diputados analizará y votará el proyecto de ley que establece una moratoria total de la pesca de arrastre, la iniciativa enfrenta el rechazo de la Alianza Por Chile, pero podría ser aprobada si se le incluyen indicaciones al texto de ley, para establecerla de manera temporal.
La iniciativa tiene su autoría en el diputado del PPD René Alinco y está en su primer trámite constitucional en la comisión de pesca de la Cámara baja, antes de pasar a la sala.
El proyecto de ley básicamente establece la prohibición de la actividad pesquera a través del sistema de arrastre, Alinco presentó este proyecto de ley después de trabajar con la Confederación de pescadores artesanales Conapach, quienes han planteado esta exigencia desde la desaparición de diversas especies.
Los argumentos para presentar este texto se sustentan en diversos estudios que acusan a este sistema extractivo de dañar el fondo marino y constituir una pesca no discriminatoria, lo que atentaría contra la diversidad.
Alinco argumenta que el proyecto debe ser aprobado, ya que se necesita establecer una moratoria total de la pesca de arrastre en aguas jurisdiccionales chilenas, para que se realicen estudios respecto de una extracción marina sustentable, “no hay estudios que aseguren que la pesca de arrastre no perjudica el medioambiente y no extermina las especies.
Según el parlamentario, la intención del proyecto es “proteger el recurso, que es la única manera de que los pescadores artesanales y todos los trabajadores que viven de la pesca tenga trabajo de manera permanente y continua”, señaló.
En tanto, la Alianza Por Chile está contra este proyecto de ley, según el diputado de la Udi Patricio Melero, actualmente la prohibición para la pesca de arrastre solamente se aplica a la zona de las 5 millas, por lo que ampliar esto a una moratoria total, sería a su juicio exagerado, “no se justifica ni del punto de vista ambiental social ni económico” afirma.
A pesar de las discrepancias, para Melero existe la posibilidad de establecer un acuerdo “en materia de buscar algunas restricciones a la pesca de arrastre o mayores regulaciones” técnicas a la pesca de arrastre, o determinar moratorias en ciertas áreas protegidas.
Estas áreas serían “zonas más vulnerables del fondo marino, que tengan grandes riquezas”, como podría ser en el entorno a la Isla de Pascua y Juan Fernández, ejemplificó. Para Melero, una moratoria total a la pesca de arrastre generaría un gran desempleo en el rubro, ya que afectaría a la actividad tanto industrial como artesanal.
Otra posibilidad de que se agreguen indicaciones al texto de ley, para establecer una moratoria, pero temporal, lo que le permitiría al texto ser despachado por la comisión de pesca, instancia que votará el proyecto el día 20 de enero.
